Understanding the community right to bid

Capture communiyt right to bidThe Community Right to Bid (Assets of Community Value in legislation) is one of a raft of new initiatives introduced in the
Localism Act 2011, and came into force when it completed its ?nal
Parliamentary stage in Autumn 2012.

The Community Right to Bid allows communities and parish councils to nominate buildings or land for listing by the local authority as an asset of community value.

Commissioning, and particularly the procurement process, has not traditionally been seen as an inherently creative cycle of
activity. This toolkit challenges that perception, offering a way forward for commissioning and procurement as a tool to inspire
new thinking, to harness co-creation and to deliver additional social value in all we do.

This toolkit has been created to support Croydon Council and potential providers of services, in any sector C including small to
medium enterprises, social enterprises and voluntary sector organisations – to embed social value through procurement processes.

Guidance on the NHS National Friends and Family Test for maternity services

The Friends and Family Test was introduced across the NHS from April 2013. The FFT for acute in-patients and patients discharged from A&E became mandatory on 1 April.

Now all providers of NHS funded acute inpatient and A&E services are asking patients:

How likely are you to recommend our <ward/A&E department> to friends and family if they needed similar care or treatment? with answers on a scale of extremely likely to extremely unlikelyThis quick, consistent, standardised patient experience indicator will provide organisations, employees and the public with a simple, easily understandable headline metric, based on near real-time experience.

  • It will enable the views of patients and their families to be heard and provides a platform to shape and deliver better services. Patients will be able to use the information to make decisions about their care and to challenge their local trusts to improve services while championing those who excel
  • It will mean that employees from boards to wards will be informed and empowered to tackle areas of weak performance and celebrate and build on whats working well, using the results from this test and other sources of intelligence
  • Tracking trends in test results will also provide validation of where targeted improvements are most effective and results can be triangulated with other quality indicators and measures to provide more in-depth understanding of issues and areas of improvement

Those who are relatively new to local government or the practical and philosophical issues concerning their community leadership role may feel there is much ground to cover. This workbook will brief and update you on the key aspects of this role in the context of the opportunities and challenges facing our communities today.

This Demos report is the final output of a project designed to reach some consensus over what responsibility can mean for public policy.

It looks, primarily, at three vital areas of public and political intersection C public health, community resilience and personal finance C in order to attempt to identify what gaps in appropriate responsibility exist, why they have developed and what might be done to solve them.

This report grows out of a provocation paper C Rebalancing Risk and Responsibility C published in September 2012 and discussed at roundtable debates at 2012 party conferences.

It asked a series of questions about the extent to which we as a society are really prepared actively to promote responsibility through public policy C suggesting a number of potential avenues for reform, which are included here as illustrations of what a pro-responsibility agenda might look like.

It was then thoroughly discussed, debated and C naturally C criticised in roundtables with policy makers and experts from a variety of education, consumer and commercial organisations, as well as by experts at Zurich. Zurich also engaged with its employees from across the UK to debate the issues raised in Rebalancing Risk and Responsibility via online discussion forums after the party conferences,

and has fed in views to this final paper. What has emerged is a cautious set of interventions and policies that focus on responsibility while striving to safeguard fairness and freedom. These proposals are designed to promote the rebalancing of risk and responsibility, focusing policy on

shifting control from the state to individuals and communities.
